Modern Drone Technology for Civil Protection and Situational Awareness

Whether it’s searching for missing persons, assessing a situation, or providing support in complex emergency scenarios, drones provide valuable information for emergency responders and control centers. The Paderborn district therefore relies on modern drone technology to make aerial imagery and situational information available more quickly and to provide targeted support to emergency responders.

In collaboration with Droniq, a comprehensive approach was implemented that integrates training, automated drone operations, situational awareness, and drone detection. This laid the groundwork for safe, efficient, and sustainable drone operations in a government setting.

The goal

The Paderborn district aims to permanently integrate drone technology into civil protection efforts and to support emergency responders with up-to-date aerial information during situational assessments, searches for missing persons, and other operational scenarios.

In addition to procuring modern drone systems, the focus was particularly on establishing a professional and sustainable drone operation. This included both training employees and creating a technical infrastructure for automated drone operations and improved situational awareness.

In addition, transparency regarding drone activities in the operational area should be increased in order to provide operational commanders with additional information to support their decision-making.

The implementation

For operational use, the Paderborn district opted for two DJI Dock systems , including the DJI Matrice 4TD. The automated drone systems are planned and controlled via FlytBase and enable the rapid provision of aerial imagery for various operational scenarios.

To support emergency responders, TraX was also introduced to provide an air situation picture. This is supplemented by the Senhive SENID+ drone detection system, which collects information on cooperative and uncooperative drones and integrates it into a unified air situation picture. This allows both friendly and hostile air traffic participants to be better incorporated into operational planning.

While building out its technical infrastructure, the Paderborn district made targeted investments in training its emergency response personnel. To that end, the team completed training in UAS operations in the Special Category as well as a BOS group training course at the Droniq Academy.

In the future, there are also plans to introduce MyZone Detection to supplement the air situation with additional detection information.

The combination of training, drone technology, situational awareness, and drone detection has resulted in a solution that supports emergency responders in their daily work and lays the foundation for safe and efficient drone operations.
